Dr. Roop Krishen
Bhat
Dr. Roop Krishen Bhat is an Author, Linguist,
Translator and Media freelancer. Born at Bugam
in Kulgam district of J&K State on 11th
April, 1951, he did his Masters and Doctorate in
Linguistics from University of Kurukshetra. A
polyglot fluent in Kashmiri, Hindi, Urdu and
English languages, he also knows Punjabi and
Russian. Dr. Bhat has worked in the areas of
Language, Literature, Culture, Mass media and
Education.
His assignments with the Govt. of India include
as Professor at Central Institute of Indian
Languages (CIIL), MHRD, Mysore, Director,
Directorate of Adult Education, MHRD, New Delhi,
Principal Publication Officer, National Council
for Promotion of Urdu Language, MHRD, Principal,
Northern Regional Language Centre CIIL, Patiala,
Assistant Educational Adviser, Ministry of
Culture, Program Executive All India Radio
Ministry of I&B and Lecturer, NRLC, CIIL, MHRD,
Patiala.
Dr. Bhat has written/edited/co-authored
forty-one books, authored about fifty Research
papers and hundreds of articles on Language,
Linguistics, Literature, Literacy and Mass
Media. He has worked extensively in the area of
applied Linguistics/Language teaching and
produced several teaching-learning materials in
various languages. He has participated
/organized hundreds of National and
International conferences, seminars, workshops
etc. A prominent short story writer has
published three collections in Kashmiri and one
in Hindi. He is a translator and has received
Sahitya Academy’s award for Translation in 2008.
As a freelancer with both Print and Electronic
media he has been contributing to several
magazines, newspapers, journals on travel,
tourism, culture, etc. and writing/vetting
scripts, anchoring-participating/previewing
various programs of Radio and Television.
Dr. Bhat has been associated with several
committees of Govt. of India, i.e., Member
Committee on National Curriculum Framework on
Adult Education, MHRD, Committee on determining
competencies and recognition of prior learning
in English language, MHRD, Quality Assurance
Committee on Literacy Materials, MHRD. Expert
committee on scrutinizing program proposals of
AIR and Doordarshan, Ministry of I&B, Senior
member project development team, Mahatma Gandhi
Institute of Peace and Sustainable Development,
MGIEP a category 1 institute of UNESCO. Expert
member of examination and evaluation of UGC,
UPSC, SSC and host of Central and State
Universities. Dr. Bhat has served on national
editorial collective of Peoples Linguistic
Survey of India PLSI and co-edited the volumes
of Haryana and Punjab, a project of Bhasha and
Research Academy Vadodara, Gujrat. Dr Bhat has
been a Senior Fellow of the Ministry of Culture,
Govt. of India
Dr. Bhat has visited U.K., Russian Federation,
Thailand, Dubai for participating /organizing
Indian cultural festivals, conferences, seminars
in these countries. He is a life trustee of
Kashmir Cultural Trust (KCT) engaged in
promotion of cultural activities. A life member
of Linguistic Society of India, Indian Adult
Education Association, Kashmir education culture
and science society (KECSS), SAMKALP and several
other socio-cultural organizations.

Dr. Roop Krishen Bhat has
written/co-authored/edited forty-one books,

Kashmiri, Hindi, Urdu and English languages in

Culture, travel, Literacy and Mass Media. He has

Promotion of Urdu Language, Delhi, MHRD, Govt.
of India and Directorate of Adult Education,
Delhi, MHRD, Govt. of India. He is well
acquainted with various aspects of material
production.
