This Assembly unanimously
adopted the recommendations contained in the Interim
Report of the Basic Principles Committee with regard
to the future Headship of the State on the 12th June,
1952, and directed the Drafting Committee to place
before this House appropriate proposals in this behalf
within a period of one month. As it was necessary to
have corresponding adjustments made in the Indian
Constitution, it became essential to have
consultations with the Government of India on this
subject. Therefore, a Delegation headed by the
undersigned, the Chairman of the Drafting Committee,
was deputed to Delhi for the purpose.
During the course of
consultations, certain other matters cropped up
besides the question of the future Headship of the
State. All these matters and the agreements arrived at
between the Government of India and the
representatives of the Kashmir Government have been
placed before this House in a statement made by the
Leader of the House and have been approved by this
Assembly.
It was on account of these
consultations at Delhi that the Drafting Committee
could not submit its proposals within the period
prescribed in the above mentioned resolution of this
Assembly, and the Chairman requested you, Sir, for
extension
of the time limit in order to
complete the task assigned to the Drafting Committee.
I am extremely grateful to you, Sir, that you very
kindly agreed to put my request before the House.
Accordingly, I now seek the
permission to present this report with the resolution
and the schedule attached to it.
