Committee to
Build Response on Autonomy (CBRA)
FOREWORD
The
Committee to Build Response on Autonomy (CBRA) was
constituted By Kashmiri Pandit Global Summit on
20th January 1997 at Jammu (Sponsored by Panun
Kashmir Movement). The seven member Committee
headed by Shri Bansi Lal Kaul held its first
meeting on 26th January 1997 and decided to
request the J&K State Autonomy Committee and
Regional Autonomy Committee to extend the date for
submission of Memoranda by one month i.e., up to
28th Feb, 1997. Thereafter, on receipt of positive
response from both the official Committees set up
by the J&K government, CBRA held a total of
ten meetings to discuss and decide upon the final
draft for submission. The Committee also, through
a public advertisement, invited
opinions/suggestions from all concerned quarters
in respect of the draft report. A number of
intellectuals and other social and political
activists conveyed their point of view to the
Committee before finalisation of the draft.
The members of the
Committee also took help from various sources
viz., documents, books, articles, agreements,
instruments, decrees, orders and proclamations
issued/published from time to time both by the
Government and non- Governmental agencies besides
the debates of the Constituent Assemblies, the
Constitution of India and the Constitution of
J&K State. The final opinion made by CBRA was
articulated after taking into account the special
historical perspective in which the memoranda were
drawn up. The final draft of the memoranda, given
in this document, were submitted before the two
Official Committees on 28th February' 97 at Jammu
and New Delhi through FAX and special mail under
the signatures of all the seven members of the
Committee to Build Response on Autonomy (CBRA).
We are thankful to all
concerned for their help and guidance provided to
CBRA enabling us to pursue our mission more
vigorously and also hope that we shall continue to
receive the required patronage in future as well.
We, today, release this document on behalf of CBRA
for the information of public at large with the
ambition that the Official Committees, by our
missionary efforts, will arrive at correct and
unbiased conclusions beneficial both to the Nation
and the State.
